United Voices, Shared Vision: The Power of NAR Legislative Meetings

When real estate professionals from across the nation gather for NAR Legislative Meetings, something remarkable happens. What begins as individual voices from different markets, different challenges, and different perspectives transforms into a unified chorus advocating for the future of housing in America.

Learning from Coast to Coast

The true strength of these legislative gatherings lies in the collaboration between Government Affairs Directors (GAD) from every corner of the country. From the bustling markets of California to the emerging communities of the Southeast, each GAD brings unique insights shaped by their local landscape. During these meetings, we share strategies that have worked in our home markets, discuss regulatory challenges we've overcome, and collectively problem-solve the issues that affect us all.

 

This cross-pollination of ideas creates a powerful knowledge network. A solution that helped streamline permitting processes in Austin might be exactly what's needed in Atlanta. An advocacy approach that successfully addressed zoning concerns in Denver could provide the blueprint for similar efforts in Detroit. These solutions were exactly what was discussed during the Local GAD Forum, where we brought forth questions to each person and heard their solutions and expertise in their respective areas. These connections forged during legislative meetings extend far beyond the event itself, creating lasting partnerships that strengthen our advocacy efforts year-round.

Members as Champions

Perhaps the most inspiring aspect of NAR Legislative Meetings is witnessing our members step into their roles as industry advocates. These aren't just real estate professionals – they're homeowners, community leaders, and economic drivers who understand firsthand how housing policy impacts real families and real communities.

When our Raleigh members spoke with legislators, they brought deeply personal and local perspectives to the discussion. They talked about their own children's first home purchases, sharing the heartbreaking reality that even with significant equity built up in their current homes, their children don't have the ability to move up or move out due to current market conditions. These aren't abstract policy discussions – these are parents watching their adult children struggle to achieve the same homeownership opportunities they once had.

Our members also highlighted how rapidly the Triangle housing market has expanded, creating both opportunities and challenges for our growing communities. They presented compelling solutions, particularly around revitalizing downtown commercial buildings for residential use to create the density our region needs. This approach not only addresses housing inventory challenges but also breathes new life into urban cores, creating vibrant, walkable communities that benefit everyone.

Our members don't just attend these meetings; they lead them. They share their stories, present data from their local markets, and offer practical solutions born from years of helping Triangle families navigate one of the most dynamic housing markets in the country. This direct member engagement transforms abstract policy discussions into concrete conversations about real people and real communities right here in the Research Triangle.

Addressing the Housing Crisis with Purpose

The housing needs across our country have never been more urgent or complex. From affordability challenges in major metropolitan areas to inventory shortages in growing suburban markets, the issues we face require coordinated, informed advocacy. NAR Legislative Meetings provide the platform where these critical housing needs are not just discussed, but addressed with actionable policy recommendations.

These gatherings serve as a vital bridge between the real estate industry and policymakers, ensuring that legislative decisions are informed by market realities rather than political rhetoric. When we advocate for regulatory reform, we're not speaking in generalities – we're presenting specific examples of how current policies impact housing supply, affordability, and accessibility in communities across America.

Call for Candidates: RPAC Trustee, Region 10

February 6, 2025

RRAR is now accepting nominations for one of our members to serve as RPAC Region 10 Trustee for NC REALTORS®. The RPAC Trustee serves as a key leader in RPAC fundraising and investment decisions for our region. The interested parties must meet the below qualifications for consideration by the Board:

• The individual must be in good standing with NAR, NC REALTORS® and their Local Board;

• The individual’s principal residence must be located in North Carolina, and the individual must be engaged as a real estate licensee (or in another recognized branch of the real estate business) at an office located within the boundaries of the State according to the records of the North Carolina Real Estate Commission or other appropriate State licensing authority;

• Neither the individual nor any real estate firm in which the individual is sole proprietor, general partner, or corporate officer, is involved in any bankruptcy or insolvency proceedings, or has been adjudicated bankrupt in the past three (3) years;

• In the past three (3) years, the individual has not been found by a court, licensing authority or other lawful authority to be in violation of any civil rights laws, any real estate/appraisal license/certification laws, other laws prohibiting unprofessional conduct, and/or the REALTORS® Code of Ethics if such violation resulted in the suspension or expulsion of the individual from a Local Board.

• A written statement of support for the individual must be submitted by the current board of directors or other duly authorized body of the individual’s Local Board.

• Completed one term of at least one of the following:

  • NC REALTORS® PAC Committee Chairperson
  • Legislative Affairs Committee Chairperson
  • Federal Political Coordinator
  • State Political Coordinator
  • An elected officer or director

The deadline to submit your application to RRAR is Monday, Feb. 17.

FinCen Beneficial Ownership Information (BOI) Reporting Rule Update

January 10, 2025

We are writing to provide important information regarding a significant change in federal law that became effective on January 1, 2024. This change impacts nearly all small businesses operating through a legal entity such as a corporation, limited liability company, limited partnership or other similar entity. This law, the Corporate Transparency Act (the "CTA"), requires every Reporting Company that is not exempt to file a beneficial ownership report (a "Report") with the Financial Crimes Enforcement Network (“FinCEN”) of the U.S. Treasury. If you are an officer, manager, or owner of a corporation, limited liability company, limited partnership or other similar entity, you should read this notice carefully and take appropriate action. 

 A beneficial owner is any individual who directly or indirectly exercises substantial control over a reporting company or owns or controls at least 25 percent of the ownership interests of a reporting company. If an individual qualifies as a beneficial owner, information about that individual must be reported to FinCEN in the reporting company’s Beneficial Ownership Interest report.

For entities formed prior to January 1, 2024, the Report must be filed with FinCEN no later than December 31, 2024. For entities created after January 1, 2024, and prior to January 1, 2025, the Report must be filed within 90 days from the date the entity was created. For entities created on or after January 1, 2025, the Report must be filed within 30 days from the date the entity was created. The Report must include five discrete items of information for each Beneficial Owner of a Reporting Company.

Please note that due to recent Court rulings that the deadline has been extended to January 13, 2025.

You are responsible for preparing your report and filing it with FinCEN by the applicable deadline.

The CTA imposes a $500 per day fine on Reporting Companies that fail to file on time. In addition, a willful failure to file can be punished as a felony. If you have any questions, please contact one of NAR's attorneys.

23 specific types of entities are exempt from the reporting requirements.  An entity that qualifies for any of the listed exemptions is not required to submit Beneficial Ownership Information reports to FinCEN. FinCEN’s Small Entity Compliance Guide which includes more information regarding the 23 exemptions and their requirements.

What RRAR Members Need to Know About the American Property Owners Alliance

As the Government Affairs Director for the Raleigh Regional Association of REALTORS®, I feel compelled to address recent media coverage that has mischaracterized the American Property Owners Alliance's (APOA) important work. Our local REALTOR® community understands firsthand the critical role APOA plays in protecting property rights and advancing housing opportunities for North Carolina families and all Americans.

Since its transparent launch in 2020, APOA has operated with a clear mission that resonates deeply with our Raleigh-area property owners – working to address pressing issues like housing affordability, first-time homebuying, and fair housing. Their work is conducted in full public view, with all required advocacy expenditures publicly disclosed through FEC.gov and annual IRS filings.

What's particularly noteworthy is APOA's genuine nonpartisan approach. In 2023, over 70% of their grants supported left-leaning organizations, demonstrating their commitment to supporting initiatives based on merit rather than political ideology. This balanced approach is crucial as we address housing challenges in the Triangle and beyond.

As someone who works directly with REALTORS® in our community, I can attest that property rights aren't a partisan issue - but are fundamental to the American Dream. APOA's focus on protecting against home equity theft, advocating for improved infrastructure, and expanding housing accessibility aligns perfectly with the needs we see every day in our local market.

For the year and a half that I have served as RRAR's Government Affairs Director, I have been focused on building relationships with elected officials in Wake and Harnett County, being a constant voice and advocate for all RRAR members and the Realtor industry.

Along with our dedicated RRAR members and RRAR staff we have been constantly creating initiatives that will bolster our Government Affairs work and keep us trending in the right direction for years to come. Whether it be creating our legislative blog, advocacy update page, interview series, Local Political Coordinator program, attending meetings with elected officials, speaking out on behalf of issues at city council meetings (just to name a few) this last year and a half has been filled with new initiatives that directly benefit YOU, the RRAR member, your family, your community and your future. 

I'm very passionate about our association, our members and our staff and I am working everyday to make sure that the needs of Realtors, homeowners and everyone in this industry will be a priority for elected officials throughout Wake and Harnett County.

Wake & Harnett County Candidate Interviews
In 2023, in collaboration with the Realtor Political Action Committee (RPAC) RRAR interviewed over 40 candidates in both Wake and Harnett County who were looking for support from RRAR and RPAC. This was the most candidates that RRAR had ever interviewed for an election cycle, in addition, the majority of candidates we supported won their election. Our winning percentage in 2023 eclipsed the two previous years and we are looking to improve upon our historic 2023 with an even better performance and process in 2024.

Beginning in July, in preparation for the 2024 election, our team will be sitting down with candidates from both Wake and Harnett county discussing the issues facing our industry, our area and deciding if these individuals should be receiving support from our outstanding association.

We have implemented a task force to focus on creating the most efficient, effective and thorough candidate interview process. This will ensure that each candidate has an opportunity to explain their agenda, their vision and why they want support from our association. This is an opportunity for us to build relationships and trust with the people responsible for decision making in our communities. This is another way that we get our voices heard through collaboration and advocacy!

RRAR Goes to Washington
Earlier this month, RRAR members and staff went to Washington DC for the annual NAR Convention. Our members and staff were fortunate enough to attend meetings with Senator Ted Budd, Senator Tom Tillis and Congress Members Wiley Nickel and Deborah Ross.
During the legislative meetings GAD Kevin Scorsone and fellow Realtor members took the opportunity to discuss many important issues specific to our industry in Wake and Harnett County- specifically how we could collaborate efforts with these elected officials to get things accomplished. Some of the topics that were discussed were housing inventory, housing affordability, reducing mandates and creating an environment for Realtors to operate in the most efficient and efficient manner.

RRAR Members Are Driving Force for RPAC

RRAR is proud of the continued support from our leadership and our members in their support of RPAC. Last week, President Tim McBrayer, Past President Teresa Pitt and President-Elect Sharon Gupton met with RRAR members Kendall Bailey and Jordan Lee to unveil their personalized parking spots in front of the RRAR building.

Jordan and Kendall both bid on these parking spots at the RPAC Major Investor event at Car Space in Raleigh last winter. Their contributions directly supported RPAC and earned them a parking spot with the title “NC RPAC Major Investor”

RRAR would also like to thank the continued efforts of RRAR Member Shannon Brien who previously had the Major Investor parking designation in the front of the RRAR building.

Kendall Bailey on her investment: “I chose to step up and invest because property rights are super important in our community. They don’t just protect my livelihood, it also protects everyone who lives and purchases homes in our community."

Jordan Lee shared why he is a RPAC Major Investor: “RPAC champions homeowners’ rights, their views, and many other things that are important to the real estate industry.”

President Tim McBrayer added: “One of the important things Realtors can do is to support those in leadership and government who will help us as well as our clients”.

The continued efforts and determination from our membership to support RPAC has made waves throughout North Carolina and our association has become a constant in terms of fundraising for this cause. Without the efforts of our membership and leadership we would not have the ability to support Realtor Champion candidates who will support Realtors and their interests when elected to public office.

Government Affairs Hard at Work to Close Out 2023

As 2023 begins to come to a close our Government Affairs department is still hard at work. November will include initiatives that will cap a wonderful year and prepare us for big happenings in 2024.

Our Legislative Interview Series was introduced in 2023, featuring 12 guests so far. All interviews are available on the RRAR YouTube page. November will feature two new interviews- including an update from the Raleigh Chamber of Commerce on the happenings in and around their arena and how Realtors® are being impacted within Raleigh and the surrounding areas.

Meeting with elected officials and being a prominent presence within cities and towns throughout Wake and Harnett County is a priority of our Government Affairs Department along with our Government Policies and Issues Committee. November marks a busy month with our Government Affairs Director Kevin Scorsone participating in a roundtable discussion focused on housing in Fuquay-Varina. In addition, our GAD will be attending a planning meeting for Wake County while some of our Local Political Coordinators will be attending planning meetings in Fuquay-Varina, Holly Springs, and Rolesville on behalf of our GPIC and RRAR.  

On November 30th, please mark your calendars for our GPIC Advocacy Forum. This event will feature speakers from the world of government affairs providing information that will help you better understand the shifting landscape. The event will be held at RRAR Campus from 11:45am to 1:45pm and will include lunch. Make time to attend this wonderful event that will cap off our 2023 event calendar.

The 2023 election cycle will be ending and following the November 7th elections our Government Affairs Department will be putting together an all-encompassing Realtor Champion update. You can visit our advocacy page on the RRAR website to find which candidates were listed as Realtor® Champions and the election report will document how each candidate fared in their local election.

Our Government Affairs Department is determined to hit the ground running in 2024, we believe that our work is never done and is always evolving. 2023 Candidate Interview Process Completed

RRAR Government Affairs Director Kevin Scorsone in coordination with the Government Policies and Issues Committee (GPIC) and with assistance from RPAC have completed the 2023 candidate interview process.

This year, 40 candidates from both Wake and Harnett County interviewed in hopes to receive funding from RPAC. This was the greatest number of candidates that have interviewed in this process, and it also marked the first time multiple candidates from Harnett County were interviewed as well. The interviews took place from 9am-4pm each day for four days. This was a process that was well thought out by staff and committees to ensure that candidates had every opportunity to comment and provide insight to the issues facing Realtors, housing, and the big picture in Wake and Harnett County.

The diversity of the candidates made it clear that regardless of race, gender, experience, city, and town that candidates were willing, able, and most of all, wanted, to work with RRAR in collaboration on the issues facing our organization.

A huge thank you to GPIC Chair Monique Edwards, GPIC Members Sandy Edwards, Bill Fletcher, and RRAR CEO Dave Phillips who conducted most of the interviews. Additionally, thank you to all the other RRAR committee members and staff who participated and played a role in getting these candidate interviews off the ground and executed.

Our goal is to improve on this process each year and bring in more candidates who are enthusiastic and eager to work with RRAR. We want the elected officials to know that any time an issue related to housing appears on their agenda, that the first call they make is to RRAR for insight and collaboration. Our Government Affairs team is hard at work building connections with elected officials that will create a solid base to get our initiatives seen and heard in Wake and Harnett County.

RRAR Government Affairs Taking to the Streets

Last week RRAR Kevin Scorsone, RRAR Government Affairs Director attended the Government Affairs Director Institute in Detroit, Michigan. This annual event brings together a group of GADs from around the country who represent Realtor Associations. This was an an opportunity for GADs to meet, network, and converse on the issues facing their areas.

The housing issues facing Wake & Harnett Counties are the same issues that are impacting most areas throughout the country. Attendees were also given time to develop strategic tactics to combat these issues in the months and years ahead.

Also, GPIC Chair Monique Edwards and GPIC Vice Chair Jon McBride were joined by RRAR President-Elect Tim McBrayer, RRAR CEO Dave Phillips, and GAD Kevin Scorsone at the Raleigh State of the City and County Address. This events was held at the Raleigh Convention Center and featured speakers from Wake County government, including Raleigh Mayor Mary-Ann Baldwin.

Our Government Policies and Issues Committee along with the assistance of RPAC have been actively planning candidate interviews that will begin in August. Committee members and RRAR staff will sit down with candidates from Wake and Harnett Counties to discuss housing and infrastructure issues and how their time in office will be a collaborative effort with RRAR.

Supreme Court Rejects Independent State Legislature in Moore v. Harper

RRAR is proud of the work of Becky Harper, a local Realtor and member of RRAR's Government, Policy, & Issues Committee (GPIC). Harper was the pivotal force behind the Supreme Court case Moore v. Harper, which disputes state leaders' power to redraw district maps. Harper will be appearing on RRAR's Legislative Interview Series in the near future to discuss the case.

The Supreme Court rejected the 'independent state legislature' theory proposed by NC Speaker Tim Moore that essentially would have given state legislatures unchecked power when it comes to drawing up district maps and passing voting laws by state courts. The Court voted 6-3 to reject Moore's proposal. Had the ruling gone the other way, it could have made what many see as a bad gerrymandering situation much worse.

Supporters of Harper's cause will view the ruling in this case as our country avoiding potential disaster. Relief for the country doesn't necessarily translate to relief for North Carolina though when it comes to gerrymandering. Many districts in our state are expected to be redrawn in a way that will make re-election difficult for some candidates. The new maps should be available sometime in late August.

Housing Deficit Continues in Raleigh

In recent months our Government Affairs department has vocalized the need for more housing inventory in Raleigh and its surrounding areas. Whether it be interviewing county commissioners, city council members, housing experts, or speaking on behalf of middle housing at city council meetings, RRAR has been leading the call for more housing inventory.

Earlier this week Axios Raleigh reported that according to their newly conducted research with Zillow that the Raleigh area needs “upwards of 17,000 more homes”. A look into Zillow’s research: Zillow's study determined housing deficits by comparing the number of vacant housing units with the number of families that lived in a home they neither owned nor rented for themselves.

With population in Raleigh continuing to grow, there doesn’t seem to be an end in sight to the housing shortage unless changes are made quickly and at a significant level. Home prices continue to rise, small inventory stays an issue, this may entice people to steer away from the Raleigh area, thus putting a halt to our economic growth. The Raleigh area has been a popular place for re-location for people in large metro areas of California, Massachusetts, and New York. But with limited inventory, that might not be the reality for long.

We believe that the need for middle housing in the Raleigh area is abundantly clear. While middle housing will help, the need for more single-family housing still needs to be at the forefront of the discussion. We call on our elected officials to help push these ideas forward and continue to try and solve the housing inventory crisis in Raleigh.

Call for Local Housing Affordability & Inventory

RRAR Government Affairs has been focusing on housing affordability and the ever-growing need for more home inventory in both Wake and Harnett County. In recent months RRAR has spoken out in support of more housing in local areas like Raleigh and Garner. Our new Legislative Interview Series has and will continue to focus on the need for Wake and Harnett Counties to advocate for more housing options.

Currently in Wake County there are 113 available homes under $300,000. In Harnett County that number is 109 homes. As housing inventory remains a major local issue, so does the reminder that household incomes are not rising in coordination with rising home prices.

In Harnett County the average household income is $59,676. In Wake County, the average is $88,471. In both scenarios, if there are two people in the household that earn the county average income, that is still less than $45,000 per person. While $45k per year is a comfortable salary in other areas of the country, here in Wake and Harnett home prices need to either come down or wages to increase. This is how more people can find a place to call home.

At RRAR we believe that Realtors® are some of the hardest working professionals, but they also need homes to sell. We are hopeful that legislators and elected officials will work together to expand the local housing market. If more options become available and housing prices come down, then there will be more people owning homes. As our area continues to grow, creating a desirable location for all people to live is critically important to sustaining that growth.

 

RRAR Goes to Washington

Earlier this week the National Association of Realtors hosted the 2023 Realtors® meetings in Washington DC. The meetings were focused on protecting rights, expanding access, and building prosperity.

The profound importance and powerful impact of NAR’s advocacy work has become increasingly clear over the last several years. The REALTORS® Legislative Meetings allow us to build on that momentum and continue the critical policy conversations among Realtors®, lawmakers, and industry leaders.

The highlighted event of the week was the NAR Block Party at Nationals Park, the home of MLB team Washington Nationals. This event was able to bring together state and local associations with members of Congress, Senate, and their staff. The Raleigh Regional Association of Realtors was represented by leadership, members, and staff.

RRAR Government Affairs Director Kevin Scorsone attended meetings with other Government Affairs Director’s from around the country to collaborate on ideas to move Realtor® initiatives forward. These meetings will help set in motion new, collaborative, and exciting initiatives that will help make RRAR Government Affairs an example of how to get things accomplished. The meetings focused on the impact of the 2024 elections, housing affordability, choosing candidates who are Realtor® champions and so much more.

The highlight for our GAD Kevin Scorsone was the Government Affairs Director workshop featuring GAD’s from around the country that focused on sharing stories, ideas and tactics on how to better your association, your community, and members that you serve.

RRAR is focused on innovating and keeping the needs of our members in the forefront. We believe that the power of advocacy and legislation can have a lasting impact for Realtors® and the clients that they serve.

Another highlight of the week's festivities was the induction of 5 RRAR members into the RPAC Hall of Fame. Linda Trevor was inducted at the $50,000 Level. Brett Bushnell, Brenda Carroll, President Teresa Pitt, and Renee Smith were inducted this year at the 25,000 Level.

Legislative Interview Series: Jordan Forrest

     RRAR is proud to announce the launch of the Legislative Interview Series. RRARs new Government Affairs Director, Kevin Scorsone talks with RRARs outgoing Government Affairs Director Jordan Forrest Streuli.

    Members of the RRAR remember Jordan as Government Affairs Director for the past three years. Before her time with RRAR, Jordan worked with the NC REALTORS® as a Political Fundraising Manager, focusing on NC REALTORS® PAC fundraising and disbursements.

    This video is also an introduction for many to our new Government Affairs Director, Kevin Scorsone. Born and raised in Troy, NY, Kevin is a graduate of the University of Albany. He began his career in the New York State Legislature. He moved to North Carolina in 2018 and led the political engagement efforts at the North Carolina Nurses Association.

      In this interview Kevin and Jordan discuss their collaboration together on legislative initiatives, the work being done to advocate for Realtors®, the need for more housing in Raleigh, what is being done at RRAR to support membership engagement, and so much more.

      The interview series will be released periodically with Kevin sitting down in-person or virtually with people who are making a positive impact in the legislative and government affairs space for Realtors® and housing initiatives.
 

Support for Garner Middle Housing Project

Earlier this week RRAR penned a letter to the Town of Garner to support the action plan for the town to receive funds from the U.S. Department of Housing and Urban Development (HUD) that would help address housing and community development needs.
There is a growing need for affordable housing, middle housing such as town homes, duplexes, tri-plexes, and single-family units along with the building of planned community developments.

The average household income in Garner is $70,000 and within the Triangle Multiple Listing Service there are currently only six homes in Garner that are available for purchase under $300,000. Similar statistics are true in larger sections of Raleigh and its surrounding municipalities. These statistics reinforce the need for government officials to expedite policies to make housing accessible, attainable, and affordable.

RRAR supports the comprehensive revitalization of communities and supports and applauds the adoption of the 2023-2024 Wake County Annual Action Plan which puts an emphasis on affordable and middle housing. RRAR has now spoken out publicly for affordable and middle housing in Raleigh and Garner and will continue to bring attention to this issue throughout Wake and Harnett County.

RRAR Supports Middle Housing at City Council Meeting

Last week, RRAR CEO Dave Phillips and Government Affairs Director Kevin Scorsone spoke at the Raleigh City Council Meeting in support of middle housing.
In Raleigh, there is a growing need for missing middle housing due to the city's rapid population growth and limited housing options. Middle housing can provide affordable options for people who want to live in desirable neighborhoods but cannot afford the high prices of single-family homes.

As of today, Raleigh only has 51 homes for sale under $300,000. Only 12 of those are detached homes with the rest being duplexes, condos, or townhomes.
While only 51 homes under $300,000 is a startling number, the more important statistic is that only 1 of those 51 middle income homes was built after 2010. The need to build more middle-income housing options is undeniable.

Here are other notable facts related to middle housing :

1. According to a report by the National Association of Home Builders (NAHB), 34% of all new homes built in 2020 were attached homes, which include townhouses, duplexes, and apartments.
2. The number of households living in multifamily buildings has been steadily increasing over the past few decades. According to the U.S. Census Bureau, in 2019, 27% of all households lived in multifamily buildings, up from 19% in 1980.
3. Other cities have implemented policies to encourage the development of middle housing. For example, Minneapolis and Oregon have passed laws allowing for the construction of duplexes and triplexes in single-family home neighborhoods, while California has passed a law allowing for the construction of small apartment buildings near transit hubs.

Raleigh Realtors® Advocate on Jones Street

Last week, nearly 200 members of the Raleigh Regional Association of Realtors® gathered in downtown Raleigh at the House and Senate offices for 2023 Legislative Days. The advocacy day highlighted a three-day span of legislative meetings hosted by NC Realtors©.

Realtor® members along with RRAR staff met with legislators from both sides of the aisle to discuss issues facing Realtors® in the Raleigh area. Some of the topics that were discussed were the need for more housing inventory, more affordable housing, and the expansion of Accessory Dwelling Units (ADU) on property.

The advocacy day is a great way to keep relationships fresh and continue conversations with the people who push legislation forward. Our Government Affairs Department at RRAR will continually monitor and inform of new legislation. In addition, we will work with elected officials on the current pieces of legislation that we believe can propel Realtors® and the real estate market forward.

House Bill #409: Accessory Dwelling Unit (ADU)

     Last week, we informed you about Senate Bill 317 which was filed with the North Carolina Senate. That bill addresses the crisis that is Workforce Housing.
 
Earlier this week, a second housing bill has dropped. These two bills will work in a complimentary manner. The newest piece of legislation, House Bill 409 will focus primarily on ADUs. 

An ADU is an Accessory Dwelling Unit is a small, self-contained home that is located on the same lot as a primary dwelling. ADUs may be detached, attached, or internal to the primary dwelling. An ADU may also be located above a garage or in a basement and can be one to two stories. House Bill 409 has little impact on existing neighborhoods and this bill requires attention as it is in the early stages of the bill process.            

ADUs have many benefits by providing homes for elderly people, caregivers, a first-time home for young adult children. ADUs can also provide additional income to help afford another home.

NC Realtors ® have been a pivotal partner in the formation of this bill along with the Home Builders, Rural Center, Justice Center, and the John Locke Foundation. RRAR would like to thank NC Realtors ® and their political and communications team for continually providing us with timely and comprehensive updates.
 
 
 

State Bill #317: Workforce Housing

      Earlier this week, Senate Bill 317 was filed with the North Carolina Senate. This bill addresses the crisis that is Workforce Housing. Discussions have been happening for quite some time on this issue, RRAR applauds the collaborative efforts between NC Realtors ® and the NC Home Builders Association.

This bill will focus on the implementation of new subdivisions in the Raleigh area. These subdivisions would aim to reduce regulatory burdens while at the same time incentivize builders to build more workforce housing.

For those of you who are unaware, workforce housing focuses on providing homes for teachers, nurses, fire fighters, police and other first responders and essential workforce personnel. This bill addresses the shortage of market rates along with the need for workforce housing.

     RRAR would like to thank the Political and External Communication efforts of the NC REALTORS ® for providing the Association with insight and updates into the status of this proposed bill. We will continue to update you as more news and updates emerge regarding this bill.

       Last week a group of RRAR Major Investors, Committee members of GPIC and RPAC, along with NC Realtors® President Leigh Brown were joined by Congressman Wiley Nickel at the historic Heck-Andrews House in Raleigh.

The discussion centered around the current Congressional agenda, what it's like being a member of the 2023 Congressional freshman class, and federal initiatives on affordable housing.
      Congressman Nickel expressed an interest in working closely with Realtors® and focusing on initiatives that will increase affordable housing and homeownership for people across the state of North Carolina- specifically in the Raleigh area.

RRAR is always willing and open to discuss initiatives with all legislators and we commend the work that Congressman Nickel is striving toward in Congress that will push the agenda of Realtors® forward.
